What is as ANR Plan?

Also known as an Approval Not Required Plan, these types of plans are unique under Massachusetts State Law in that the Planning Board’s review is limited only to a determination that the proposal has the minimum amount of frontage required under the Zoning Bylaw, which is eighty (80) feet in Norwell. Frontage is the length of the boundary between a plot of land and the road onto which the plot touches. If an ANR Plan shows the minimum amount of frontage, the Planning Board is required by law, to endorse the Plan, without a public hearing or abutter notification. 

Importantly, endorsing an ANR plan does not relieve the Applicant of their responsibility to seek approval from other regulatory bodies as required, based on their proposal.
