Liquor License

Process Length: Expect a minimum of six to eight weeks.

The annual license fees are as follows:  

  • All Alcohol Restaurant - $2000
  • Wine & Malt Restaurant - $1500
  • Retail Package, All Alcohol - $2000
  • Retail Package, Wine and Malt - $1000

Renewal Time: Once a year - December 31.

Process: Please visit the ABCC website for information and applications.  

The applicant will be required to complete the following forms:

  • A copy of the Purchase and Sale Agreement or Lease Agreement.
  • A copy of blueprints or a hand drawn floor plan to scale
  • CORI Check - If the manager and president are two different people, a background check form must be completed on each one.       
  • Workers Comp. Affadavit
  • Rules and Regulations for General On-Premises Pouring Licenses
  • Once the application is completed and turned in it will be advertised as a Public Hearing.  

The applicant must notify the abutters. Applicants may secure this information by going to the Assessing Department at Town Hall where the property owners of record are listed. ABCC Abutters Notice.

Correspondence is sent to the Building Department, Board of Health, Fire Department, Treasurer, and Police Department for a recommendation.

Selectmen will vote at the scheduled hearing date.

You should plan to attend the meeting since the Board may have questions regarding this license.

Also, the applicant is responsible for:

  • $50.00 fee for the Town of Norwell
  • One check made out to the Commonwealth of Massachusetts for $200.00 will be sent to the ABCC after the hearing.
  • Advertisement fee
  • Sending the Legal notice to the abutters 

After approval by the Board of Selectmen the documents are sent to the ABCC. It usually takes 4-8 weeks to get approval back.

Please include a copy of your Server Training Certificate (for the Manager) and a copy of the liquor liability certificate.
